Balance occurrence of questions

Decrease the likelihood for the occurrence of questions which both users relatively often compared to other available questions.

I suggest to sort the eligible questions by a value (#_1)^2+(#_2)^2 where #_1 is the count user 1 already answered the question and #_2 is the count user 2 answered the question.
